Celeste Werner, AICP

Celeste is a vice president and director of planning at Matrix. She has a broad range of skills in master, community, and military planning; land development planning; aviation planning; community redevelopment planning; urban design; economic development; strategic planning; project implementation; community participation and consensus-building; and military reuse planning.

She brings successful technical experience, proven project and program management techniques, outstanding communication skills, consensus building, problem-solving strategies, and lessons learned. Celeste is recognized as one of the few technical staff that excels as a public facilitator who builds consensus throughout an entire project process.

Celeste has directed numerous award-winning projects, including both community and regional planning and military master planning projects. Her recent experience includes:
