Fort McClellan

Matrix has been working at Fort McClellan since 2002 when it was retained by the U.S. Army and the local reuse authority to evaluate contaminated parcels under consideration for early transfer.

The early transfer parcels contain munitions and explosives of concern (MEC), as well as conventional contaminants such as volatile organic compounds (VOCs), petroleum hydrocarbons, metals, and landfill debris. Matrix prepared a cost model to complete investigations, remediation, long-term monitoring, and regulatory closure of the early transfer parcels, and negotiated and placed specialized insurance products on behalf of the JPA.

Working with legal experts, Matrix prepared early transfer documents, including the Environmental Services Cooperative Agreement (ESCA) between the Army and the JPA under CERCLA Section 120(h)(3)(c), a Consent Agreement between the JPA and State of Alabama Department of Environmental Management, and a Concept Plan for remediation of MEC. The negotiated agreement represented the first privatization of MEC remediation for an Army BRAC facility. Matrix continues to provide program management services for the remediation of the contaminated parcels.
