Former Naval Station Roosevelt Roads

The Naval Station Roosevelt Roads (NSRR) is located near the community of Ceiba in the commonwealth of Puerto Rico. NSRR formally closed in March of 2004.
In January of 2004, Matrix Environmental Services, LLC was retained by the Department of Economic Development (DEDC) of Puerto Rico to provide a comprehensive environmental and ecological review of the existing programs ongoing at NSRR as well as technical review of all new investigations initiated by the Navy. Matrix worked with the DEDC, their planners, the Environmental Quality Board (EQB), and the Environmental Protection Agency (EPA) Region 2 to identify environmental and ecological issues that will potentially impact redevelopment.
Matrix worked with the EPA, DEDC, Navy, and EQB to develop a streamlined process that will enable both the DEDC and the Navy to address all the requirements under the EPA RCRA program while still being flexible enough to foster redevelopment at the former facility. The 8,800-acre facility has extensive wetlands and mangroves and is considered ecologically significant in the area. Matrix consulted with USFWS and the Navy on sensitive species, including the federally protected yellow-shouldered blackbird and manatees that call the area home.
Matrix assisted the DEDC and Navy with property disposition strategies to ensure the goals of both parties are met. NSRR is considered to be the new Navy model for base closures.
