Since 1996, Matrix has provided critical program management and engineering services for the redevelopment of this site into a bioscience research park anchored by the University of Colorado Health Sciences Center (UCHSC).
Matrix personnel developed the infrastructure master plans, cost models, and implementation plans for the redevelopment of this site.
Matrix Environmental Services was retained to provide strategic analysis, cost modeling, early transfer legal documents, a Finding of Suitability for Early Transfer (FOSET), and a Consent Agreement with the Colorado Department of Public Health and Environment for the environmental closure of three historic landfills at Fitzsimons under CERCLA Early Transfer authority. This project represented the first Army early transfer and privatization of environmental cleanup for a BRAC site. In less than three years, Matrix completed the required environmental studies and negotiated a Record of Decision for the landfills. Matrix also provided Construction and Program Management services to the City of Aurora for the landfill remediation in conjunction with construction of a two-mile, four-lane arterial roadway, critical to the continued development of this BRAC site.
Significant benefits have been realized by the early transfer and privatization process at Fitzsimons. Critical path redevelopment has moved forward on an aggressive timeline with the City in control of the environmental investigation and remediation efforts. Because of the synergies between the roadway project and landfill remediation, the City has been able to remove rather than cap the landfills. To manage the financial risk associated with this approach, Matrix obtained environmental insurance on behalf of the City to cover potential cost overruns during remediation.
