Kansas Army Ammunition Plant, Parsons, KS

Matrix is providing comprehensive environmental consulting and cleanup services at the former Kansas Army Ammunition Plant.

Tasks include evaluation of existing environmental conditions and the Army’s work to date; recommendations related to planned investigation and remediation activities; participation in meetings with KDHE, EPA, and the Army; development of a property disposition plan; Explosive Safety Submission; and assistance in the Early Transfer of contaminated property to the GPDA.

Many of the contaminants of concern, including PCBs and ACM, have also been evaluated, investigated and remediated by Matrix under an ESCA.

Matrix also prepared cost estimates for environmental remediation, assisted in the negotiation and preparation of the ESCA and Technical Services and Requirements Statement (TSRS), and is currently conducting the decontamination and demolition of explosively contaminated buildings in the 900 Area Load and Pack lines. The decontamination includes removal and disposal of PCB containing paint and ACM, and other hazardous and regulated materials within the former production buildings prior to demolition. Matrix also prepared and received approval on a beneficial use program for the concrete that will be generated by building demolition at the former plant. Matrix prepared an Environmental Use Control document, site work plans, Beneficial Use Plans, and a Soil Management Plan implementation document.

We are currently supporting the GDPA during negotiation of a second ESCA. This additional agreement will provide for privatized cleanup of additional environmental liabilities, including additional load lines, long term monitoring (LTM), and munitions constituents Remedial Investigation (RI) and Feasibility Study (FS).
