Fort McClellan MEC Remediation
Fort McClellan is the first BRAC site contaminated with MEC to achieve early transfer from the Army.
In addition to environmental consulting services, Matrix also self-performs MEC remediation and performs overall operations management at this site. Matrix subdivided the MEC
contaminated areas into multiple munitions response sites (MRSs) and sub-tracts based on land use, road construction projects, infrastructure development priorities and quantity-distance arcs in order to prioritize remediation of the site so that the redevelopment and resale of the property can proceed.
Matrix successfully completed the remediation of over 2000 acres of very heavily wooded, steep sloped terrain containing multiple former training ranges for ordnance and chemical weapons and rendered safe over 10,000 munitions. Clearance to depth areas were prosecuted by DGM-based-clearances, and clearance to 1-foot areas were prosecuted by handheld “mag” and dig operations. MEC remediation was completed ahead of schedule and within the Client’s budget on a firm-fixed price basis.
As part of our innovative remediation approach in clearance to depth areas, Matrix implemented a low-cost 6-inch aggressive analog clearance step to eliminate metallic clutter thereby reducing the number of geophysical anomalies and overall clearance cost. Matrix also assigned experienced geophysicists as essential personnel for contemporaneous in-grid QC and implemented 100% in-grid QC hole checks using an EM-61. This dramatically reduced the number of QC failures and increased clearance to depth productivity by putting more UXO technicians on shovels. Matrix grubbed all areas undergoing clearance to 1-foot which had the effect of improving overall workmanship quality, efficiency and production. Matrix also conducted a prescribed burn and surface clearance in a very heavily contaminated 40mm grenade sensitive fuze range and rocket launcher area.
