Stockton 2035 General Plan
The General Plan takes a comprehensive look at the social, economic, infrastructure, and natural resource issues facing the community.
A series of public workshops and close work with the General Plan Action Team was used to create a vision for the City’s future that strikes the right balance between each of these resources areas.
A key issue identified during preparation of the General Plan was balancing infill development with new “greenfield” development. To accomplish this, a unique “Districts and Villages” element was prepared. This element provides specific programs targeted at addressing both infill/reinvestment/revitalization opportunities and creating new mixed-use villages.
To ensure the Stockton General Plan can become a reality, Matrix coordinated the preparation of a series of detailed technical studies. These included a fiscal assessment; development of full master plans for water, sewer, and stormwater systems; incorporation of transit and bicycle master plans to enhance circulation options; and development of a predictive GIS-based land use model that can be maintained by the City over time. Matrix is also part of the Program Management team and prepared the Version “E” cost model for the entire project. Matrix assisted in the formation of special Improvement and Financing Districts for the project, and has continually updated financial budgets and forecasts for the program as it develops.
