John Blanchard, PE

John was a principal and cofounder of Matrix Design Group and with a broad background in major asset development planning and program management. His 25-plus years of industry experience includes preparing infrastructure master plans, creating cost and revenue models, producing public finance strategies, and implementing major asset development programs. John is recognized as a national leader in water resources, including 10 years of experience as an instructor at the University of Wisconsin and the American Society of Civil Engineers. He served as program manager for redevelopment of the 4,700-acre former Stapleton Airport, Denver, Colorado, and program manager for the 21,000-acre new town development of Santa Teresa, New Mexico. John routinely collaborates on complex, interdisciplinary projects requiring innovative solutions.

Michelle Beekman, RG, PG

Michelle was a vice president and the director of environmental services at Matrix Environmental Services, LLC, a subsidiary of Matrix Design Group, Inc. A registered professional geologist with more than 20 years of experience in the environmental consulting field, Michelle’s emphasis is on environmental investigations and remediation that promote property redevelopment. Michelle has a wide-ranging knowledge of environmental issues and specializes in program management of multidisciplinary environmental projects for private and public sector clients.

Michelle has extensive experience in contaminated property redevelopment, including due diligence, cost modeling, evaluation of environmental opportunities and constraints, voluntary cleanup plans and consent order negotiation, investigations and remediation of hazardous materials and munitions and explosives of concern (MEC), insurance placement, contractor management, regulatory interactions, and project closeout.

She is an expert in designing and implementing environmental programs at closed or closing military bases and airports. She is knowledgeable in environmental regulations including CERCLA, RCRA, and voluntary cleanup programs, and has experience in community relations activities for public and private sector clients.

Gerrit Slater, PE, PTOE

Gerrit was the director of transporation at Matrix and has more than 16 years of well-rounded experience on both large and small infrastructure design projects for county and state DOTs and municipal clients. He has served as the project manager for more than $150 Million in public infrastructure improvements throughout his career and is capable of deploying critical project management approaches that are suitable for the project he is managing.

He is highly skilled in transportation, traffic engineering, and roadway drainage design. He is very familiar with all aspects of geometric layout, intersection design, signalization, traffic control, safety considerations, and signing/pavement marking. He is also knowledgeable with regard to the latest AASHTO, MUTCD, HCM, and CDOT design standards.

His experience involves project management, transportation planning, traffic studies, design of major rural and urban highways and streets, interchanges, street widening, street intersections, utility and access permitting, bike paths and recreational trails, traffic signal design and reconstruction, right-of-way determination, drainage, water lines, utilities, site development, signing and striping, construction staging, construction traffic control, construction cost estimates, and value engineering.

Julie Carver, PE

Julie is a registered professional engineer with more than 20 years of public and private-sector experience in the remediation of sites burdened with environmental contamination. Julie offers a broad range of experience managing multi-disciplinary, cross-functional teams whose purpose is to solve logistically-complex, contaminated property redevelopment issues.

Her professional experience includes the environmental due diligence assessment of soil, sediment, and groundwater contaminated with hazardous constituents and munitions and explosives of concern (MEC); remediation technology selection, cost estimating and design; regulatory agency negotiations; and remediation/construction management and oversight.
