As Vice President and Director of Government Consulting Services, Charlie is responsible for the development and execution of strategic plans and leading the integration of multiple Matrix Centers of Excellence in support of federal and civilian clients. He leads efforts across a spectrum of client services, including program management, military mission analysis, strategic and master planning, economic analysis, public-private partnerships, and public process facilitation. Prior to joining Matrix, Charlie served for nearly 23 years in the United States Air Force, finishing his career as the Mission Support Group Commander for Nellis Air Force Base and retiring in the rank of Colonel.

Charlie earned his Bachelor of Science in civil engineering from the University of New Hampshire in 1992. He earned additional masters degrees in Engineering and Environmental Management, and National Security Strategy.  He also served as a Defense Fellow in the United States Senate in 2005.  As a voluntary, Charlie serves the Society of American Military Engineers as National Vice President and Chairman of the Academy of Fellows.  He and his wife, Crissy, live in Rociada, NM and have two sons.
