This 1,100+ acre site, located in a densely populated area just one hour from Manhattan, is targeted for redevelopment once the transfer is complete. Matrix has been assisting with the Base Realignment and Closure (BRAC) transition process, providing engineering assessments and business and operations planning services. 

To-date, as part of the engineering assessment, Matrix formulated best approaches and cost modeling for proposed site upgrades and aided in determining the viability of the site’s existing buildings, streets, and utilities.

On the business and operations planning effort, Matrix has conducted a review and analysis of the existing reuse plan and has developed the following components:

  • Capital Improvement Plan
  • Cost Model
  • Operations and Maintenance Budget
  • Financial Plan

Matrix has also prepared the economic development conveyance (EDC) application. Because the site is located within three separate towns with varying demographics and goals, and since the Economic Development Administration (EDA) will be the developer, the project will continue to require substantial coordination with a number of public agencies.
