Naval Base Ventura County (NBVC) consists of three operating facilities totaling more than 23,500 acres of land, 36,000 square miles of air space, and 180 nautical miles in the Pacific Ocean. The installation is situated on the Pacific coast in Ventura County, roughly 65 miles northwest of downtown Los Angeles. The three facilities that make up the base are NBVC Point Mugu, NBVC Port Hueneme, and NBVC San Nicolas Island.  NBVC provides a vast array of training and skills services, varying by facility.

Matrix collaborated closely with the Ventura County Transportation Commission during the study to provide recommendations for updating existing policies and developing future strategies. In addition to facilitating an extensive public involvement process with over 30 stakeholder groups, Matrix collected and mapped the resulting data, conducted numerous interviews, performed a compatibility assessment, and developed more than 130 conflict resolution strategies.

Matrix planners ensured that each of the issues identified throughout the Study was addressed from a common lens of policy, planning and zoning, coordination and communication, and outreach. This framework and inclusive process gave the public and stakeholders equal voice for comment and provided decision-makers with comprehensive information to address and resolve the issues.  The resulting JLUS is a living document that can be used to track implementation of the strategies identified in during the study.
