Over the past several years, the Department of Defense Military Construction (MILCON) program has been under intense scrutiny from Congress due to cost-growth and time-growth on critical facilities and infrastructure construction projects. Matrix Design Group was hired by the Deputy Assistant Secretary of Defense (Facilities Management), Mr. Mike McAndrew, to develop recommendations and executable plans to mitigate these concerns. Matrix efforts included facilitation of multiple brainstorming sessions with the US Army Corps of Engineers, Naval Facilities Engineering Command and other key stakeholders. We performed data analytics on over 3,400 construction projects and developed multiple products and policy verbiage necessary to implement proposed recommendations. This effort represents the first-year of a base contract with two option years – the first of which has already been awarded for fiscal year 2020.
