ADEQ Military Oversight Support Services

Matrix has supported the Arizona Department of Environmental Quality (ADEQ) with installation restoration program (IRP) and military munition response program (MMRP) activities at Department of Defense (DoD) facilities throughout Arizona since 2014. Matrix has utilized our technical capabilities in munitions and explosives of concern (MEC) and site investigation, characterization, and remediation, combined with program management expertise, to provide contractor support services for regulatory oversight on more than 30 task orders — and counting.

Our services augment ADEQ regulatory staff to ensure protection of Arizona residents in the vicinity of DoD facilities. We have provided expert technical review, oversight, and guidance on the military’s and their consultants’ work plans, quality assurance project plans, sampling plans, and completion reports, including remedial investigations, feasibility studies, proposed plans, and records of decision. Reviews entailed verification work plans were completed in accordance with the federal Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and ADEQ rules. In addition, we have used our data management and geographic information system (GIS) capabilities to assess variables in the vicinity of military operations and provide tabulated and spatial distribution profiles for contaminants of concern in media, and specifically the distribution of PFAS in groundwater to identify impacts to areas surrounding installations and to drinking water. Matrix has provided military oversight for ADEQ at the following installations:
